Noelia Castro Ramirez remembers the calls she got from clients in February. They'd lost income because of the pandemic and had not been able to recover, she says. "They used their savings up to the point where there was none left." Their mortgage was three months past due. "At some point, the wife cried on the phone."

For decades, residents in West Baltimore have had to travel if they wanted to sit down to a restaurant dinner with their families. "Those of us with cars could go somewhere else," recalls Jacqueline Caldwell, who grew up in the area. But a client who was assisted by Housing Partnership for Morris County stopped just short of working with the company, which would have charged him $1,300 just to begin a loan modification process. The client sought a modification due to financial stress caused by COVID-19. 

Just before COVID-19 hit, and with it, the stay-at-home orders, Dora Kellogg was in a car accident. Her car was totaled, she says. She had pain on her right side. She had pain on her left side. Kellogg also has asthma and heart disease. The combination prompted her doctor to insist that she stay home from her daily job.
