NeighborWorks® America and Asian Community Development Corp. Celebrate Chartering and Groundbreaking in Boston’s Chinatown

Washington, D.C. and Boston – NeighborWorks® America and Asian Community Development Corporation (ACDC) announced ACDC’s official membership in the NeighborWorks network during a special chartering ceremony and groundbreaking held Wednesday, Sept. 17, in Boston’s Chinatown. The event marked the last of five new organizations to join the NeighborWorks network in 2025.

The celebration coincided with the launch of Parcel R-1, a new affordable housing and library project – the first of its kind in Chinatown since 1956. When complete, the development will include 110 mixed-income residential apartments, with 66 of the homes affordable to households earning 30%–80% of the area’s Median Income (AMI) and 44 affordable condominiums restricted at 80%–100% AMI as well as a two-story library complex.

“We’ve been extremely impressed by the dedication of ACDC’s staff and board’s commitment to investing in people and the communities we call home,” noted NeighborWorks’ Northeast Region Vice President Joanie Straussman Brandon. “ACDC’s commitment to the creation and preservation of affordable and vibrant neighborhoods is clearly evident throughout the greater Boston area and we are delighted and thrilled to officially welcome ACDC to the NeighborWorks network.”

As a NeighborWorks member, ACDC joins nearly 250 high-performing community development nonprofits across the United States dedicated to increasing access to affordable homes, expanding financial capability and strengthening local economies. Membership provides access to grant funding, peer learning and industry-leading training, while also connecting ACDC to a national platform for advancing affordable housing solutions.

“I am thankful for the leadership of the Asian Community Development Corporation,” said Boston Mayor Michelle Wu. “As we work to make Boston a home for everyone, these new additions to Chinatown will ensure that Boston remains a city where our communities can thrive.”

“We are excited to celebrate and receive our official charter of affiliation from NeighborWorks America. Funding, support and a peer network from NeighborWorks will strengthen and enhance our capacity to serve low-income families in Boston,” said Angie Liou, executive director of Asian Community Development Corporation.

By 2027, ACDC plans to deliver nearly 300 new affordable rentals and condominiums across Greater Boston. The organization also provides bilingual HUD-certified housing counseling in English, Mandarin and Cantonese, serving more than 300 households annually. During the COVID-19 pandemic, ACDC spearheaded a collaborative effort to distribute more than $500,000 in mutual aid to very low-income residents who lacked access to public benefits.

The holistic approach ACDC brings to community development builds on affordable housing and financial literacy while cultivating youth and resident leadership. Through arts and culture programming rooted in community voice, ACDC fosters belonging and opportunity in the neighborhoods it serves.

The chartering and groundbreaking reflect the spirit of NeighborWorks America’s national visibility campaign, Creating Homes, Building America, by celebrating the connection between affordable housing and thriving communities.
